Religious ceremonies are conducted in a local Catholic Church. For an Italian citizen a religious wedding ceremony signifies the union of two people infront of God, and it is a ceremony conducted separately to the signing of the official civil documents (which occurs at the local council). For foreigners who decide to marry in a church in Italy, there is a minor difference in that the civil and relgious documents can be signed together in the same ceremony. Alternatively, people can choose to sign civil wedding documents in their own country and conduct just the religious ceremony in Italy.
